Designing a Model for Developing the Job Capabilities of Knowledge Workers in the National Disaster Management Organization Using Thematic Analysis

Abstract

This study aimed to design a comprehensive and context-specific model for developing the job capabilities of knowledge workers in the National Disaster Management Organization. This applied, exploratory qualitative study was conducted using thematic analysis. The participants comprised 18 university professors, senior managers, human resource managers, and experienced experts from the National Disaster Management Organization, who were selected through purposive sampling. Data were collected through semi-structured interviews lasting between 40 and 60 minutes. Theoretical saturation was reached after the sixteenth interview, although two additional interviews were conducted to ensure that no new concepts emerged. Following recording, transcription, and careful review, the interview data were analyzed according to Braun and Clarke’s six-phase thematic analysis procedure using MAXQDA 2022. Coding was conducted at three levels: basic themes, organizing themes, and overarching themes. The credibility and dependability of the findings were enhanced through participant checking, review by academic supervisors and subject-matter experts, systematic documentation of the analytical process, and repeated coding of selected interviews. Intercoder reliability was confirmed using Cohen’s kappa coefficient, which was 0.729 and statistically significant at p<0.001. The analysis identified 73 basic themes, 14 organizing themes, and five overarching themes. The overarching themes were human resource development, knowledge management, knowledge-based performance management, organizational structure, and outcomes. Human resource development comprised individual growth, managerial skills, social and communication skills, and the learning organization. Knowledge management included knowledge creation and knowledge sharing. Knowledge-based performance management consisted of competency-oriented management, talent development and management, value creation, and the adoption of emerging technologies. Organizational structure encompassed infrastructural, job-related, and efficiency-related factors. The outcomes were classified into individual and organizational consequences, including enhanced motivation, job satisfaction, employee productivity, innovation, adaptability, and organizational effectiveness. Developing the job capabilities of knowledge workers in disaster management requires an integrated and multidimensional approach that simultaneously addresses human resource development, knowledge creation and sharing, knowledge-based performance management, technological advancement, and organizational restructuring.
