Designing a Merit-Based Selection Model for the Ministry of Sports and Youth of the Islamic Republic of Iran Using Thematic Analysis

Abstract

This study aimed to design and explain a comprehensive indigenous merit-based selection model for managerial appointments in the Ministry of Sports and Youth of the Islamic Republic of Iran. This applied qualitative study was conducted using thematic analysis. The participants consisted of 13 experts, including university faculty members and sports managers, who were selected through purposive sampling until theoretical saturation was achieved. Data were collected through semi-structured interviews and analyzed following the Braun and Clarke thematic analysis framework using MAXQDA software. Reliability was confirmed through inter-coder agreement with a Cohen’s kappa coefficient of 0.75, and validity was established through expert review and participant confirmation. The analysis yielded 94 open codes, 16 basic themes, 8 organizing themes, and one overarching theme. The organizing themes included social legitimacy and trust, psychological capabilities, strategic leadership competencies, specialized sports and youth competencies, policy-making and governance competencies, social and communication competencies, innovation and transformational competencies, and meritocracy and evaluation. Together, these dimensions formed a comprehensive framework for managerial selection and appointment within the Ministry. The findings indicate that implementation of the proposed model can enhance transparency, improve managerial effectiveness, strengthen public trust, and increase the quality of decision-making within the Ministry of Sports and Youth. The model provides a scientifically grounded and context-specific framework for human resource management and managerial selection in the sports and youth sector.
