Designing a Merit-Based Selection Model for Physical Education Managers in the Ministry of Education of the Islamic Republic of Iran: A Thematic Analysis Approach

This study aimed to design and conceptualize a merit-based selection model for physical education managers in the Ministry of Education of the Islamic Republic of Iran based on the perspectives of sport management scholars and sport administrators. This applied qualitative study employed thematic analysis as its methodological framework. The participants consisted of 15 experts, including faculty members in sport management and physical education as well as experienced sport managers, selected through purposive and snowball sampling until theoretical saturation was achieved. Data were collected through semi-structured interviews and analyzed using the Braun and Clarke thematic analysis procedure with MAXQDA software. Reliability was established through inter-coder agreement and Cohen’s kappa coefficient, while validity was confirmed through expert review. The analysis yielded 107 open codes, 16 basic themes, 8 organizing themes, and one overarching theme. The organizing themes comprised ethical-value competencies, individual and personality competencies, managerial and leadership competencies, specialized physical education competencies, educational competencies, communication and social competencies, knowledge and technological competencies, and structural and meritocracy requirements. The findings indicate that effective merit-based selection of physical education managers requires an integrated combination of ethical integrity, professional expertise, leadership capability, educational competence, social effectiveness, technological literacy, and adherence to organizational regulations and meritocratic principles. The proposed model provides a comprehensive framework for evaluating, selecting, and appointing physical education managers within the educational system. Its implementation can strengthen meritocracy, enhance managerial effectiveness, improve decision-making quality, and contribute to the overall development of physical education administration in educational organizations.
