هدف این پژوهش، طراحی و اعتبارسنجی یک مدل جامع شایستگی برای ارتقای افقی معلمان آموزش و پرورش شهر بغداد است. پژوهش حاضر از نظر هدف کاربردی و از نظر روش، ترکیبی (کیفی–کمی) با رویکرد توصیفی–پیمایشی انجام شد. در بخش کیفی، با استفاده از نمونهگیری هدفمند، مصاحبههای نیمهساختاریافته با مدیران مدارس متوسطه و متخصصان تعلیم و تربیت تا رسیدن به اشباع نظری انجام گرفت و دادهها با رویکرد نظریه دادهبنیاد و کدگذاری باز، محوری و انتخابی تحلیل شدند. در بخش کمی، جامعه آماری شامل 1147 مدیر مدرسه متوسطه شهر بغداد بود و دادهها با پرسشنامه پژوهشگرساخته گردآوری شد. تحلیل دادهها با استفاده از آزمونهای آماری توصیفی، تحلیل عاملی اکتشافی و تأییدی و مدلسازی معادلات ساختاری در نرمافزارهای SPSS و PLS انجام شد. نتایج تحلیلهای عاملی نشان داد که شایستگی ارتقای افقی معلمان در سه سطح فردی، سازمانی و زیرساختی قابل تبیین است. شاخصهای برازش مدل از جمله RMSEA برابر با 0.044 و مقادیر بالای CFI، GFI و NFI، حاکی از برازش مطلوب مدل مفهومی بودند. همچنین ضریب کاپای 0.758 پایایی مناسب کدگذاری کیفی را تأیید کرد و روابط معنادار بین ابعاد مدل در تحلیل مسیر به دست آمد. مدل طراحیشده با تبیین ساختارمند ابعاد و مؤلفههای شایستگی، چارچوبی معتبر و اجرایی برای هدایت ارتقای افقی معلمان فراهم میکند و میتواند مبنای سیاستگذاری، ارزشیابی عملکرد و برنامهریزی توسعه حرفهای در نظام آموزش و پرورش بغداد قرار گیرد.
