Identification of Antecedents and Outcomes of Knowledge Inertia in the Ministry of Health, Treatment, and Medical Education

Abstract

This study aims to identify and explain the antecedents and outcomes of knowledge inertia in the Ministry of Health, Treatment, and Medical Education. This research employed a mixed-methods approach. In the qualitative phase, data were collected through semi-structured interviews with 20 experts, including university faculty members and specialists in organizational behavior and human resource management, selected through purposive sampling until theoretical saturation was reached. The qualitative data were analyzed using open, axial, and selective coding. In the quantitative phase, a questionnaire based on qualitative findings was developed and distributed among 44 experts to validate the model, and the data were analyzed using appropriate statistical techniques. The results indicated that knowledge inertia is significantly influenced by structural, behavioral, and contextual antecedents (p<0.05). Furthermore, knowledge inertia has a significant negative impact on organizational agility, learning, innovation, entrepreneurial behavior, and knowledge quality at both organizational and societal levels (p<0.05). The model demonstrated acceptable fit indices and confirmed the relationships among variables. Knowledge inertia is a multidimensional phenomenon that requires simultaneous attention to structural, behavioral, and contextual factors, and its effective management can enhance organizational performance, innovation, and service quality in the Ministry of Health.
