ارائه الگوی مطلوب صلابت منابع انسانی با رویکرد کاهش فساد اداری (مورد مطالعه: استانداری هرمزگان)

هدف این پژوهش، طراحی و تبیین الگوی مطلوب صلابت منابع انسانی با رویکرد کاهش فساد اداری در استانداری هرمزگان بود. این پژوهش با رویکرد کیفی و بر اساس نظریه دادهبنیاد به شیوه نظاممند اشتراوس و کوربین انجام شد. جامعه مشارکتکنندگان شامل مدیران، خبرگان و کارکنان ارشد استانداری هرمزگان و واحدهای تابعه بود که با استفاده از نمونهگیری هدفمند و تا رسیدن به اشباع نظری، 20 نفر انتخاب شدند. دادهها از طریق مصاحبههای نیمهساختاریافته و تحلیل اسناد گردآوری گردید. اعتبار و قابلیت اعتماد پژوهش با بهرهگیری از معیارهای لینکلن و گوبا شامل باورپذیری، انتقالپذیری، اطمینانپذیری و تأییدپذیری تضمین شد. برای سنجش پایایی، روش بازآزمون بهکار رفت که میانگین ضریب توافق کدگذاریها 78.1 درصد به دست آمد. تحلیل دادهها طی سه مرحله کدگذاری باز، محوری و انتخابی انجام و مدل پارادایمی پژوهش استخراج شد. نتایج تحلیل نشان داد که صلابت منابع انسانی تحت تأثیر شرایط علّی شامل عوامل فردی، سازمانی، ساختاری و محیطی شکل میگیرد. شرایط زمینهای (ویژگیهای جغرافیایی–منطقهای، اداری، منابع انسانی محلی و فرهنگی–اجتماعی) و شرایط مداخلهگر (زمانی–سیاسی و فرهنگی–ساختاری) بر نحوه تحقق راهبردها اثرگذارند. راهبردهای کلیدی شامل توانمندسازی کارکنان و مدیریت پیشگیرانه و نظارتی بودند. اجرای این راهبردها به پیامدهایی نظیر ارتقای شفافیت و پاسخگویی سازمانی، بهبود بهرهوری و کارآمدی منابع انسانی و تقویت فرهنگ اخلاقی و اعتماد سازمانی منجر شد. الگوی ارائهشده نشان میدهد که تقویت نظاممند صلابت منابع انسانی میتواند بهعنوان سازوکاری بومی و اثربخش، زمینه کاهش فساد اداری و ارتقای سلامت سازمانی را در استانداری هرمزگان فراهم سازد.
