مدیریت عملکرد منابع انسانی در سازمانهای خدماترسان دولتی (مطالعه موردی: بنیاد شهید و امور ایثارگران)

هدف این پژوهش طراحی و اعتبارسنجی یک مدل بومی تعالی مدیریت عملکرد منابع انسانی متناسب با مأموریت، ارزشها و الزامات سازمانهای خدماترسان دولتی با تأکید بر بنیاد شهید و امور ایثارگران است. پژوهش حاضر از نظر هدف کاربردی و از نظر روش کمی و توصیفی–تحلیلی است که با رویکرد مدلیابی معادلات ساختاری انجام شد؛ جامعه آماری شامل 1200 نفر از مدیران و کارشناسان بنیاد شهید و امور ایثارگران بود که 291 نفر به روش هدفمند انتخاب شدند، ابزار گردآوری دادهها پرسشنامه محققساخته 70 گویهای در 19 مؤلفه و 5 بعد اصلی بود و روایی محتوا، روایی سازه (همگرا و واگرا) و پایایی (آلفای کرونباخ بالاتر از 0/8) تأیید شد و تحلیل دادهها با SPSS و LISREL صورت گرفت. نتایج تحلیل عاملی تأییدی و مدل ساختاری نشان داد که پنج بعد رهبری تعالیمنابع انسانی، فرآیند تعالیسازی سرمایه انسانی، فرهنگ تعالی سازمانی، نظام تعالی عملکرد و نتایج تحول عملکردی از برازش مناسب و اثرگذاری معنادار برخوردارند و بارهای عاملی همه سازهها بالاتر از حد قابل قبول بوده و مدل پیشنهادی از اعتبار همگرا و واگرا مطلوبی برخوردار است. مدل طراحیشده با توجه به ویژگیهای ارزشی و مأموریتمحور بنیاد شهید و امور ایثارگران، چارچوبی بومی و کاربردی برای بهبود اثربخشی، عدالت، یادگیری و کیفیت خدمات در سازمانهای عمومی خدمتمحور فراهم میکند.
