Identifying Factors Affecting Human Resource Training of the Islamic Republic of Iran Broadcasting Based on E-Learning: A Qualitative Study

Abstract

This study aims to identify and explain the key factors influencing human resource training at the Islamic Republic of Iran Broadcasting based on e-learning. This applied study adopted a qualitative approach. Data were collected through semi-structured interviews with 10 experts, senior managers, and experienced specialists in human resources at IRIB, selected purposively until theoretical saturation was achieved. Data analysis was conducted using theoretical coding based on the Attride–Stirling method, and credibility and reliability were ensured through expert review, intra-subject agreement, and test–retest procedures. The qualitative analysis revealed that e-learning-based human resource training at IRIB is shaped by eight overarching factors—management and planning, use of advanced technologies, social interactions, follow-up and evaluation, diversity of instructional methods (particularly educational images and videos), attention to educational content, alignment with organizational goals, and educational development—comprising a total of 32 conceptual components. Effective implementation of e-learning in human resource training at IRIB requires an integrated framework that simultaneously emphasizes strategic planning, technological infrastructure, content quality, continuous evaluation, and learner-centered interaction.
