Evaluating the position of urban management in the political and managerial structure of Tehran metropolis

Abstract

The urban management system, due to its focus on the political-managerial structure due to the existence of a linear relationship with passive management, and in relation to the same-level and local systems, due to the existence of uncoordinated relationships, with fragmented management, and in relation to the lower-level and internal systems due to the lack of sufficient coherence in systemic interactions with incoherent management, and in terms of the environment due to the lack of appropriate social, financial, and legal platforms, plays a role in an unfavorable environment. While, on the one hand, global experiences, emphasizing the reduction of the role of the central government at the local level, strengthening the role of local management and the participation of local communities, recommend multi-level governance for efficient urban management. On the other hand, the system's superior documents, such as the constitution, the general policy vision document, and the program laws, have the necessary capacities for decentralization, the use of public participation, and the transfer of authority to local managers. The structural problem of the Tehran urban management system includes the unclear position of urban management in the country's macro-management system, the weakness of the power and authority of this level of management, and the failure of municipalities to manage regions optimally. The aim of the article is to evaluate the position of Tehran city management in the political and managerial structure. The research is applied and has an analytical nature. The method used is a mixed method (qualitative-quantitative). The required information was collected using a library method. The statistical population consists of experts. The sampling method is non-probability and snowball type. The data collection tool is a closed-ended questionnaire. The Delphi panel model was used to analyze the data. The data results show that the position of Tehran city management is undesirable in terms of structure and performance, and most criteria have obtained a score less than the average of 3. In total, out of 20 criteria, 12 criteria are in an undesirable state and 8 criteria are in a desirable state.
