Identifying a Model for Promoting Public Welfare with a Good Governance Approach in Government Organizations Using Thematic Analysis

This study aims to identify and conceptualize a comprehensive model for promoting public welfare in government organizations based on the principles of good governance. The present research is applied in purpose and descriptive–analytical in nature and adopts a qualitative approach. Thematic analysis was employed to develop the conceptual model. Data were collected through semi-structured interviews with 15 experts in public policy, public administration, and social welfare. The data analysis followed the six-step thematic analysis procedure, including familiarization with data, initial coding, identification of basic themes, development of organizing themes, extraction of a global theme, and final reporting. Inter-coder agreement indices were applied to ensure the rigor and trustworthiness of the qualitative analysis. The findings indicate that the proposed model of public welfare promotion based on good governance consists of one overarching theme, 11 level-two organizing themes, and 33 level-one basic themes. The organizing themes include transparency and accountability, justice and equality, participation and synergy, efficiency and effectiveness, rule of law and responsibility, trust and legitimacy, integration and coordination, human capital empowerment, socio-economic sustainability, equitable distribution of resources, and anti-corruption. These dimensions collectively explain the mechanisms through which good governance contributes to sustainable public welfare enhancement. The study concludes that improving public welfare in government organizations requires an integrated good governance model that simultaneously addresses institutional, managerial, social, and ethical dimensions and can serve as a strategic framework for welfare-oriented public policy reform.
