شناسایی اقلام تشکیل دهنده خدمات آموزشی مؤثر در تعیین نرخ شهریه در مؤسسات آموزش عالی ایران

چکیده

هدف این پژوهش شناسایی نظام‌مند اقلام و مؤلفه‌های تشکیل‌دهنده خدمات آموزشی در مؤسسات آموزش عالی ایران به‌منظور ارتقای کیفیت، کارایی و عدالت آموزشی است. این پژوهش با رویکرد آمیخته اکتشافی–تحلیلی انجام شد و داده‌ها از طریق تحلیل اسنادی قوانین و گزارش‌های مالی آموزش عالی، مرور ادبیات پژوهشی و انجام مصاحبه‌های عمیق نیمه‌ساختاریافته با خبرگان آموزش عالی شهر تهران گردآوری گردید و تحلیل داده‌ها با استفاده از تحلیل محتوای کیفی و کدگذاری نظام‌مند انجام شد. نتایج نشان داد که خدمات آموزشی از سه حوزه ساختاری اصلی شامل کارکردهای مستقیم آموزشی، خدمات پشتیبانی و زیرساختی، و حوزه پژوهش و نوآوری تشکیل شده است و ارزش‌گذاری و تعیین شهریه تابع تعامل میان هزینه واقعی آموزش، کیفیت خدمات، اعتبار نهادی، شرایط اقتصادی و الزامات حقوقی است و الگوی ترکیبی شهریه پلکانی، شهریه معوق و یارانه هدفمند مناسب‌ترین چارچوب سیاستی برای ایران محسوب می‌شود. شناسایی ساختار چندبعدی خدمات آموزشی مبنای اساسی برای اصلاح سیاست‌های کیفیت، تأمین مالی و حکمرانی آموزش عالی فراهم می‌سازد و می‌تواند به بهبود پایداری مالی دانشگاه‌ها و تحقق عدالت آموزشی منجر شود.
