تدوین الگوی یادگیری سازمانی مبتنی بر مدل مدیریت دانش در دستگاه‌های اجرایی

چکیده

هدف پژوهش حاضر ارائه و تبیین الگوی یادگیری سازمانی مبتنی بر مدیریت دانش برای کارکنان دستگاه‌های اجرایی استان مرکزی با اتکا بر نظام‌نامه مدیریت دانش دستگاه‌های اجرایی بوده است. این پژوهش از نظر هدف کاربردی و از لحاظ روش‌شناسی کیفی با رویکرد نظریه داده‌بنیاد انجام شد. جامعه پژوهش شامل 103 نفر از مدیران و معاونان دستگاه‌های اجرایی استان مرکزی بود که با نمونه‌گیری هدفمند تا رسیدن به اشباع نظری، 23 نفر انتخاب شدند. داده‌ها از طریق مرور منابع علمی و انجام مصاحبه‌های نیمه‌ساختاریافته گردآوری گردید. تحلیل داده‌ها در سه مرحله کدگذاری باز، محوری و انتخابی انجام شد و اعتبار داده‌ها با بازبینی خبرگان، بازنگری مشارکت‌کنندگان و محاسبه پایایی گالوین تأیید شد. نتایج نشان داد الگوی یادگیری سازمانی مبتنی بر مدیریت دانش از پنج بعد اصلی تشکیل می‌شود: شرایط علّی شامل سرمایه سازمانی، ساختار فرایندها، فرهنگ سازمانی، رهبری، بازسازی سازمانی، فناوری و رفاه سازمانی؛ شرایط زمینه‌ای شامل نوآوری، توسعه یادگیری، اعتماد سازمانی، توسعه فردی و سرمایه دانش؛ شرایط راهبردی مشتمل بر کشف، خلق، نگهداری، تسهیم، کاربرد و پویاسازی دانش؛ شرایط مداخله‌ای شامل محدودیت‌های مدیریتی، مالی، انسانی و زمانی؛ و پیامدها شامل ارتقای کیفیت خدمات، افزایش رضایت ارباب‌رجوع، شفافیت پاسخگویی، بهره‌وری سازمانی، برندسازی سازمان و استقرار استانداردهای مدیریت دانش. یادگیری سازمانی زمانی در دستگاه‌های اجرایی به‌صورت پایدار تحقق می‌یابد که مدیریت دانش به‌عنوان یک نظام یکپارچه در ساختار، فرهنگ، رهبری، فناوری و راهبردهای سازمانی نهادینه شده و از طریق تعامل میان عوامل علّی، زمینه‌ای و راهبردی به بهبود عملکرد و خلق ارزش سازمانی منجر گردد.
