طراحی الگوی نهادی مشارکت بخش خصوصی در حکمرانی اقتصادی ایران: رهیافتی نوین مبتنی بر تأسیس وزارتخانه آینده

هدف این پژوهش طراحی یک الگوی نهادی نوین برای نهادینهسازی مشارکت مؤثر و ساختاریافته بخش خصوصی در حکمرانی اقتصادی ایران است. پژوهش حاضر از رویکرد کیفی و اکتشافی بهره میگیرد و مبتنی بر تحلیل نهادی، تحلیل تطبیقی تجارب بینالمللی و مدلسازی مفهومی انجام شده است؛ دادهها از اسناد رسمی، مطالعات علمی، گزارشهای سیاستی و مصاحبههای نیمهساختاریافته با خبرگان و فعالان اقتصادی گردآوری و با روش تحلیل محتوا و مقایسهای تحلیل شدهاند. یافتهها نشان میدهد ناکارآمدی حکمرانی اقتصادی ایران ریشه در ضعف نهادهای رسمی مشورتی، فقدان شفافیت، و سلطه ساختارهای موازی غیرپاسخگو دارد؛ بر این اساس، مدل پیشنهادی «کابینه اقتصادی بخش خصوصی» یا «وزارت امور اقتصادی بخش خصوصی» میتواند با ایجاد یک نهاد رسمی، تحلیلی و انتخاباتی، زمینه ارتقای کیفیت سیاستگذاری، کاهش بیثباتی تصمیمات و تقویت رقابت منصفانه را فراهم کند. نتایج پژوهش حاکی از آن است که گذار از مشورتپذیری صوری به حکمرانی مشارکتی نهادمند از طریق تأسیس یک نهاد وزارتی آیندهنگر، میتواند شکاف تاریخی دولت و بخش خصوصی را کاهش داده و مسیر اصلاح نهادی و بهبود حکمرانی اقتصادی ایران را هموار سازد.
