مدل شایستگی مدیران با رویکرد مدیریت منابع انسانی پایدار در سازمان های دولتی بااستفاده از رویکرد مدل معادالت ساختاری

هدف این پژوهش طراحی و آزمون یک مدل ساختاری برای تبیین شایستگیهای مدیران با رویکرد مدیریت منابع انسانی پایدار در سازمانهای دولتی است. این مطالعه از نظر هدف کاربردی و از حیث روش توصیفی–همبستگی است و با رویکرد آمیخته انجام شد. در مرحله کیفی، با مشارکت 15 نفر از خبرگان دانشگاهی و مدیران دولتی استان اردبیل و با بهرهگیری از مدل پارادایمی استراوس و کوربین، مقولهها و ابعاد اصلی استخراج گردید. در مرحله کمی، دادهها از 384 مدیر سازمانهای دولتی به روش نمونهگیری تصادفی ساده و با پرسشنامه محققساخته گردآوری شد. تحلیل دادهها با استفاده از مدلسازی معادلات ساختاری و نرمافزار AMOS انجام گرفت و روایی همگرا، پایایی کرونباخ و پایایی ترکیبی تأیید شد. نتایج نشان داد شرایط الزامآور بر پدیده محوری، پدیده محوری بر راهبردها، و راهبردها بر پیامدها اثر مثبت و معنادار دارند (p<0.001). همچنین شرایط زمینهای و مداخلهگر بهطور معنادار راهبردهای شایستگی را تبیین کردند. شاخصهای برازندگی (CFI، TLI، RMSEA) حاکی از برازش مطلوب مدل بودند. مدل پیشنهادی، چارچوبی معتبر برای توسعه شایستگی مدیران مبتنی بر مدیریت منابع انسانی پایدار فراهم میکند و میتواند به بهبود پایداری عملکرد کارکنان و سازمانهای دولتی کمک کند.
