طراحی مدل شایستگیهای مشاغل با راهبرد فراترکیب: مطالعه موردی شرکت مادر تخصصی تولید و توسعه انرژی اتمی ایران

هدف این پژوهش طراحی یک مدل جامع شایستگیهای مشاغل متناسب با الزامات تخصصی، مدیریتی و راهبردی شرکت مادر تخصصی تولید و توسعه انرژی اتمی ایران است. این پژوهش با رویکرد کیفی و راهبرد فراترکیب انجام شد و دادهها از دو منبع اسناد علمی منتشرشده در بازه 2000 تا 2025 میلادی و 1390 تا 1404 شمسی و نیز مصاحبههای نیمهساختاریافته با 17 نفر از خبرگان دانشگاهی، مدیران ارشد و کارشناسان خبره شرکت گردآوری گردید. انتخاب منابع و مشارکتکنندگان بهصورت هدفمند و تا رسیدن به اشباع نظری انجام شد. تحلیل دادهها بر اساس رهیافت هفتمرحلهای سندلوسکی و باروسو صورت گرفت و پایایی کدگذاری با ضریب کاپای کوهن 0.835 در سطح معناداری 0.001 تأیید شد. نتایج تحلیل کیفی منجر به شناسایی 4 مقوله اصلی شایستگی شامل شایستگیهای شخصیتی، رفتاری، مدیریتی و دانشی شد که در مجموع 20 مقوله فرعی و 63 مفهوم را دربر میگیرد. یافتهها نشان داد شایستگیهای موردنیاز کارکنان این شرکت ماهیتی چندبعدی و بهشدت درهمتنیده دارند و تحقق عملکرد اثربخش سازمان بدون توسعه همزمان این چهار بعد امکانپذیر نیست. مدل ارائهشده چارچوبی نظاممند برای هدایت سیاستهای جذب، آموزش، ارزیابی و توسعه منابع انسانی در صنعت انرژی اتمی فراهم میآورد و میتواند مبنای ارتقای شایستهسالاری، بهرهوری سازمانی و تحقق اهداف راهبردی صنعت هستهای کشور قرار گیرد.
