An exploratory mixed-method design was employed using document analysis of higher education regulations and financial reports, comprehensive literature review, and in-depth semi-structured interviews with higher education experts in Tehran, followed by qualitative content analysis and systematic coding. The findings indicate that educational services are organized around three core structural domains—direct educational functions, support and infrastructure services, and research–innovation functions—and that service valuation and tuition determination result from the interaction of actual instructional costs, service quality, institutional reputation, economic conditions, and regulatory constraints, with a hybrid policy model of progressive tuition, deferred payment, and targeted subsidies emerging as the most appropriate framework for Iran. Identifying the multidimensional structure of educational services provides a fundamental basis for reforming quality assurance, financing strategies, and governance of higher education and contributes to institutional sustainability and educational justice.</p> <p>هدف این پژوهش شناسایی نظام‌مند اقلام و مؤلفه‌های تشکیل‌دهنده خدمات آموزشی در مؤسسات آموزش عالی ایران به‌منظور ارتقای کیفیت، کارایی و عدالت آموزشی است. این پژوهش با رویکرد آمیخته اکتشافی–تحلیلی انجام شد و داده‌ها از طریق تحلیل اسنادی قوانین و گزارش‌های مالی آموزش عالی، مرور ادبیات پژوهشی و انجام مصاحبه‌های عمیق نیمه‌ساختاریافته با خبرگان آموزش عالی شهر تهران گردآوری گردید و تحلیل داده‌ها با استفاده از تحلیل محتوای کیفی و کدگذاری نظام‌مند انجام شد. نتایج نشان داد که خدمات آموزشی از سه حوزه ساختاری اصلی شامل کارکردهای مستقیم آموزشی، خدمات پشتیبانی و زیرساختی، و حوزه پژوهش و نوآوری تشکیل شده است و ارزش‌گذاری و تعیین شهریه تابع تعامل میان هزینه واقعی آموزش، کیفیت خدمات، اعتبار نهادی، شرایط اقتصادی و الزامات حقوقی است و الگوی ترکیبی شهریه پلکانی، شهریه معوق و یارانه هدفمند مناسب‌ترین چارچوب سیاستی برای ایران محسوب می‌شود. شناسایی ساختار چندبعدی خدمات آموزشی مبنای اساسی برای اصلاح سیاست‌های کیفیت، تأمین مالی و حکمرانی آموزش عالی فراهم می‌سازد و می‌تواند به بهبود پایداری مالی دانشگاه‌ها و تحقق عدالت آموزشی منجر شود.</p> https://jilmt.com/index.php/jilmt/article/download/263/166
