This qualitative study employed a systematic grounded theory methodology. Data were collected through 18 in-depth semi-structured interviews with higher education experts, policymakers, and university managers. Participants were selected using purposive and snowball sampling until theoretical saturation was achieved. Data analysis was conducted simultaneously with data collection using the constant comparative method, including open, axial, and selective coding stages, which led to the construction of a paradigmatic model. Findings indicate that social responsibility policy implementation in higher education is a context-dependent and multi-level phenomenon. Causal conditions included ethically responsible human resources, ethical leadership, socially oriented HR policies, socially responsive teaching and evaluation systems, and ethical economic infrastructures. Contextual conditions involved higher education governance structures, organizational culture, upstream regulations, and societal expectations. Intervening conditions comprised politicization, organizational resistance, conceptual ambiguity, weak incentive systems, and resource constraints. Strategic actions included institutionalizing ethical governance, redesigning policies and structures, empowering human resources, strengthening stakeholder participation, enhancing transparency and accountability, and developing collaborative networks. These strategies resulted in outcomes such as improved ethical and human capital, enhanced university governance, higher educational and research quality, strengthened university–society engagement, sustainable development, and increased institutional legitimacy. The results demonstrate that university social responsibility can be institutionalized only through ethical governance and the alignment of human, institutional, and value-based dimensions, while the proposed model provides a strategic analytical framework for policymakers, university leaders, and higher education researchers.</p> <p>هدف پژوهش حاضر طراحی و تبیین الگوی اجرای خط‌مشی‌های مسئولیت‌پذیری اجتماعی مبتنی بر حکمرانی اخلاق‌محور در نظام آموزش عالی به‌منظور کاهش شکاف میان تدوین خط‌مشی و اجرای اثربخش آن است. این پژوهش با رویکرد کیفی و با استفاده از نظریه داده‌بنیاد نظام‌مند انجام شد. داده‌ها از طریق ۱۸ مصاحبه عمیق نیمه‌ساختاریافته با خبرگان، مدیران و صاحب‌نظران آموزش عالی گردآوری گردید. نمونه‌گیری به‌صورت هدفمند و گلوله‌برفی تا دستیابی به اشباع نظری ادامه یافت. تحلیل داده‌ها هم‌زمان با گردآوری و مبتنی بر مقایسه مداوم انجام شد و شامل سه مرحله کدگذاری باز، محوری و انتخابی بود که در نهایت به شکل‌گیری الگوی پارادایمی پژوهش انجامید. نتایج نشان داد اجرای خط‌مشی‌های مسئولیت‌پذیری اجتماعی در آموزش عالی پدیده‌ای چندسطحی و زمینه‌مند است. شرایط علّی شامل منابع انسانی اخلاق‌محور، رهبری اخلاقی، سیاست‌های منابع انسانی مسئولانه، آموزش و ارزشیابی اجتماعی‌محور و زیرساخت‌های اقتصادی اخلاقی بودند. شرایط زمینه‌ای مشتمل بر ساختار حکمرانی آموزش عالی، فرهنگ سازمانی دانشگاه، قوانین بالادستی و انتظارات اجتماعی شناسایی شد، در حالی‌که سیاست‌زدگی، مقاومت سازمانی، ابهام مفهومی، ضعف انگیزشی و محدودیت منابع به‌عنوان شرایط مداخله‌گر مطرح گردید. راهبردهای کلیدی شامل نهادینه‌سازی حکمرانی اخلاق‌محور، بازطراحی سیاست‌ها، توانمندسازی منابع انسانی، مشارکت ذی‌نفعان، شفافیت و توسعه شبکه‌های همکاری بود که پیامدهایی نظیر ارتقای سرمایه انسانی و اخلاقی، بهبود حکمرانی دانشگاهی، افزایش کیفیت آموزش و پژوهش، تقویت تعامل دانشگاه و جامعه و تحقق توسعه پایدار را به دنبال داشت. یافته‌ها نشان می‌دهد مسئولیت‌پذیری اجتماعی دانشگاه‌ها تنها در صورت استقرار حکمرانی اخلاق‌محور و هم‌افزایی میان عوامل انسانی، نهادی و ارزشی قابلیت نهادینه‌شدن دارد و الگوی ارائه‌شده می‌تواند چارچوبی راهبردی برای سیاست‌گذاران و مدیران آموزش عالی فراهم آورد.</p> https://jilmt.com/index.php/jilmt/article/download/167/149
